 Search facility is still not working and times out. It's basically impossible to use the built in search box! Please help!

HI
I've been trying to use the site to view my council tax bills however everytime I input my council tax reference number and the CAPTCHA I get the error message "Sorry, an error occurred while processing your request" once the page is posted back.
I've double checked my reference number and it's exactly as found on my payments.
I've also ensured that the CAPTCHA is correct and it does show a different message on the page if it's wrong.
Please assist.
