The Scrutiny Team is seeking suggestions on potential scrutiny topics for 2011-12. These topics could be scrutinised either formally by a Scrutiny Committee (i.e. a report or presentation to Councillors at a public meeting) or informally by a working group (i.e. a series of meetings with Councillors and other representatives, some of which could be open to the public). You can read more about the work of Scrutiny Committees and working groups here We would particularly welcome your views on the list of proposed working group topics for 2011-12 which can be found here The deadline for your suggestions is 20th April 2011. There should be a complete review of all subscriptions/annual fees paid by the council such as Local Government Association Local Government Information Service Magazines Professional Bodies London Councils etc

Could you scrutinise how it is possible for LBR to apply for full planning permission for a school to use temporary classrooms for six years only for the said full permission to be turned down by the planning department of the very same Borough? So, LBR do not understand the planning laws and do not bother to contact their own planning department before filing an application? This gem is found in my 'my neighbourhood' section and relates to Fairlop School needing to apply for more classroom space. I am not lost for words, obviously but I am totally gobsmacked at such time wasting.

Thank you for your submission to the Redbridge-i forum, relating to two issues of concern:
i) the level of understanding of the planning process by officers in Children's' Services (i.e. why apply for a development which would be refused); and ii) the apparent lack of consultation / pre-application discussions between officers in Children's Services and the Planning Service.
These issues have previously been investigated by the 'Working Together Scrutiny Working Group' (link not pasting - see 2009 scrutiny reviews under 'Scrutiny in Redbridge', which is found under 'The Council','Public meetings')which considered opportunities to help improve the liaison process between the Planning and Regeneration Service with other service areas within the Council. As part of this investigation, the Working Group considered how the Planning Service liaises with Children's Services in relation to planning pre-application advice. The Working Group heard that tension does sometimes exist in relation to development proposals – particularly when Children’s Services aspirations conflict with planning policy, although the Working Group also heard that any Council consideration of a planning application must be decided on the same basis as any other private application. The Working Group identified that the 'Project Initiation Document' produced by officers in Children's Services prior to any proposal being taken to the planning application stage should consider and identify planning issues. Where these issues are identified as being significant, the Planning Service should be asked to provide officer support to project management teams led by Children’s Services. In addition, the Working Group recommended that Planning officers should provide training sessions for Children’s Services staff, on the process of planning, the background to the Local development Framework and policies contained within. Although the role of scrutiny is not to consider individual complaints, the issue relating to liaison between the two services may warrant further scrutiny. Scrutiny Committees are currently compiling a long lists of potential issues for consideration in 2011/12. Accordingly the issues raised by your submission, particularly relating to how the recommendations of a previous scrutiny working group have been implemented, will be included on this long list. As a guide, topic suggestions should: - affect a group or community of people - be about a local service – whether it is partly or fully provided by the Council or is a locally-provided public service, e.g. health, police, etc - NOT be an issue which has considered during the last 12 months - NOT relate to an individual service complaint. Picking upon the reply given today at 12.53, could I ask whether Children's Services consult Planning at the earliest possible stage? Surely that would assist in developing aspirations and avoid significant amounts of abortive work?

In following up the last query the following response was received:
"Property Services submitted this application on behalf of Children’s Services. We can confirm that a detail was left off the application form and drawing in this instance and we very much regret this. Many planning applications are made and oversights like this are very rare. The situation was quickly rectified to meet planning administrative requirements. It should be noted that the refusal was due to a procedural matter unrelated to the merits of the scheme. We can give assurance that regular consultations with Planning do take place.”
