WHEN DOES NOISE BECOME A NUISANCE

Writing this listening to a throbbing bass in Melbourne Field - when
does noise stop being an attraction and become a migraine - people have
been driven mad by constant unremitting noise from neighbours or businesses
until it happens to you, you dont understand. The Council are supposed to
have our interests at heart yet my biggest noise nuisance comes from the
Council (activities in Melbourne Field( and works in Valentines which start
at 7.30 even on weekends)).

My moan is done( for now)

Today's noise - and it cannot be described as music, speech or anything else - can be heard a considerable distance from Melbourne Field. This is a longstanding problem and despite numerous and vehement complaints - including threads on this forum - it is still allowed to go on. Presumably it is a higher priority for the council to make money from leasing the site than to do anything to control the noise nuisance, traffic congestion and litter resulting from the event. Surely the decibel level is high enough to be a health and safety issue and forcing this unwanted noise on nearby residents is a violation of their human rights to peace and quiet in their own homes. The best we can hope for today is rain because the council will not even acknowledge the problem until after the event is over.

The noise is acceptable. I called the parks police from my back garden and I could not hear what he was saying. I live two streets away and my house is shaking with the bass sounds. Now I have to listen to a load of whaling. The parks police said that they could not do anything as it was an organised event.

The parks police tried to fob me off with "its a council problem" routine. I told hi the council was closed and he said "no surprise there then" and started laughing. I did not laugh back as I was livid. I said to him that if I organised an event to have a 2000 watt amplifier in my front garden playing music full blast all weekend, would I get a police officer coming up to me to tell me to turn it down? He said that he could see my point and would contact noise pollution at the council and ring me back.

He rang me back and said that the noise pollution dept has monitored the noise this morning and it conforms to legal levels. He said that he had to wait for someone else to ring him as I was the only one apparently.

I told him that I work late and I like to have a rest at the weekend. What about people that work nights and have to sleep in the day.

The noise level is totally unacceptable as I stand in my garden two streets away and it sounds like the speaker is next to my head.

The sound levels may have been monitored this morning as "acceptable" but the noise has been steadily increasing for the past two hours. My wife tried to sit out in the garden but was driven back indoors by the noise. And we live at least half a mile from Melbourne Field. So we can only sympathise with people who are closer.

I just rang the police again in the park. They said that they are getting complaints thick and fast. They told me that someone from Newbury Park has complained. I could not believe it was that loud.

The council needs to do something about preventing this in future. This happens every year. As residence, we pay the same council tax as everyone else who do not even live near this noise. If the council want to do this then I want to see a heavily reduced council tax to cover what we have to put up with.

There is no notification on the Redbridge web site and I have not seen one poster anywhere telling any local resident about this event. I have just left a voicemail with Councillor Ross James Hatfull who's number is on the Redbridge site.

We need to get this resolved once and for all as this has now been going on for to many years. Is there anyone else out there who can reply to this forum who can also call the councillor and the parks police?

Please respond with whatever you have to say about this even if you say you support the cause to get these local events noise pollution sorted once and for all.

I have spoken to Valentines Manager who suggests all complaints via parks police on 0208 554 5986
many of my neighbours have knocked also asking for this number. I understand that notice will be
taken of complaints if telephone calls are made.

No matter how many complaints are made, nothing will be done about it.

It's hard to take the council's commitment to the environment seriously when they continually fail to deal with noise pollution of this sort.

Does anyone know if this is a one day event - or can we expect more of the same tomorrow?

The parks police said that its all weekend. As there are no adverts for it anywhere I had to ask the police.

I cannot believe that 5 hours later, nothing has been done to get the noise turned down. There is no need to have it that loud. The people in the park must have ringing ears. This is a total nuisance and I will be contacting the council about it Monday morning.

that'll be me then and yes it is THAT LOUD (capitals so that i can be heard over the din). the 4679 number is great except there's nobody there and whereas there used to be a dedicated out of office hours number that isn't listed(as such). they don't appear to operate until 6:00pm on a saturday but what good is that if the problem starts at midday? testing it in the morning is no good, they should be there monitoring it during the whole performance otherwise the sneaky little blighters will gradually wind it up to 11.

perhaps councillor prince would be okay with it if i left my car outside his house with it's excellent audio cranked up to the max for 8 hours. if loosing the revenue from this kind of event means a small rise in council tax(though i'd prefer they eliminated fraudulent benefit claims) then so be it if it allows me to be stressless. these muppets who issue these permits should be tied to a chair infront of the speakers for 16 hours and see what kind of jibbering wreck they come out like at the end.

and what the hell happened to multiple speakers around the crowd at lower wattage to minimise bleed out from the arena?

This is a diversity gig meant to engage different faiths/peoples, run by the events team so don't no
if there is any profit/monies involved. Regrettably this type of thumping VERY LOUD toneless tuneless racket makes me want to maime someone not engage with them. Lucky hubby has locked the front door otherwise....

We need to round up a load of people against this and all meet at the parks police station to tell them to get their act in gear and put a stop to this madness. I am on the verge of going over there and pulling the plug myself. Jumping on the stage and telling them all to F*&^% off.

My whole weekend is going to be wasted sitting indoors as it is not possible to go into the garden.

Also, there is another event next weekend for Al Noor School so expect more noise next weekend as well.

Hi everyone - I can not believe how loud this is. I also am unable to sit out in the garden as it is too noisy and I am a few streets away from the park! Why does it have to be this loud? And why was it not advertised? I walked to Melbourne Field earlier as I was curious as to what was going on...I could see no notification of any event at all. I checked the council site and again, no notice of an event going on. Why are we, as residents, treated in this way? I have made a video recording of the noise I am experiencing in my garden, I posted it on Facebook and people could not believe how loud it was. Everyone was saying, "How is that legal? That wouldn't be permitted in my area." No, only us in Ilford are treated to this racket. I dread summer here, I really do because it is just one long loud noise which causes a great deal of stress for many local residents. I think it's high time we started our own residents committee to get this sorted.

There are ways to complain already , Area 7 meets on the 26th July, that covers Valentines Cranbrook and Newbury Wards so you could mention your displeasure then. You could make a complaint to the Council on Monday since the switchboard is not back until then or you could complain to the ASBO telephone number or you could write a letter to the Recorder. Nearly forgot you could email, write or phone your local councillors and tell them as well.
Thing is we always forget how loud it is and unless we do complain things wont change.

Or alternatively, just pull the plug out of the grey electrical box which sits at the side of the hedge.

Unfortunately the Parks Police officer was correct. As it is an official event licenced by the council they have no say over the level of the noise. The only people who can are the ASB / Noise Abatement team. They DID attend while I was enjoying myself at the event and the level was below the maximum allowed by quite a bit. They left the site again. Unfortunately if you ring the parks police numbers as quoted in regard to this, then you will only be wasting their valuable time.

To all those of you who think that the Parks Police can do something about the level of the noise then please read the following byelaw. The byelaws are the laws they work under and are available on Redbridge - i.
42. (1) Excessive Noise. No person shall, after being requested to desist by any other person in the ground, make or permit to be made any noise which is so loud or so continuous or repeateed as to give reasonable cause for annoyance to other persons in the ground by a) shouting or singing, b) playing a musical instrument, or c) operating or permitting to be operated any radio, amplifier, tape recorder or similar device.
This is the part that stops anything from being done by the parks police............
42 (2)
Byelaw 42 (1) does not apply to any person holding or taking part in any entertainment held with the consent of the Council.
