Flower Shop Opposite Ilford Station

I recently sent the following email to the council

Hi

Can I ask why the flower shop on the corner opposite Ilford station has been allowed to be in the state of disrepair for so long? The whole shop is boarded up and doesn't give the best impression to a non Ilford resident when they come out of the station as was the case for a friend of mine who recently visited me.

Dear Nassir,

Your e-mail has been forwarded for a response.

The premises you refer to used to be a fruit and veg shop for many years. It ceased trading at the beginning of the year and has remained unoccupied since then. It is the owners responsibility to maintain the property though structurally the property appears to be acceptable and in relation to the appearance of the property it is not expedient to enforce against this property at present.

WHAT ELSE CAN BE DONE FOR THE COUNCIL TO TAKE ACTION? It's odd that the front of the shop is used as a flower stall. Have they got permission? Are they the owners of the shop?
