YET ANOTHER CHICKEN SHOP FOR THE HIGH ROAD

In the past few weeks Seven Kings has seen the opening of another Take Away on the now infested Seven Kings/Goodmayes High Road.

: Chicken Base, opposite Seven Kings Stn
: Indian Take Away (Formerly Toscana Coffee House)
: EXTREME Chicken + Pizza (Nearer Goodmayes)


When will we be free from the ever relentless Chicken Shop craze?

When will the council licensing officials realise we really do not need (or want) a Take Away every 3 metres?


Why do they contunue to hand out permits to authorise eateries?

There are "Rumors" that the former Computer shop neareer Seven Kings next to the Hairdressers and Costcutter is to be turned into a £1 shop/Indian Take away.

The cry from councillors and council officers is always - "We cant do anything about it"
Well Waltham Forest are going to do something about it, note the part about town centres.

Nobody wants this plethora of fast food shops anywhere, Ilford Centre, Ilford Lane,
Seven Kings and Barkingside, if the Council determines it has the WILL to stop it they can, its always easy to blame the Government, and take the route of least resistance.

If Waltham Forest can make the effort, so can Redbridge.

There was a time in the 70's when one had to stagger from the Fairlop Oak to the Chequers without a watering hole en route, because the council would not grant permission for restaurants, now you really can stagger from one licensed premises to another all the way down the High Street, or really get obese if you stopped at every fast food shop.

Well, the result of the Waltham Forest consultation is in, unsurprisingly, the result is an overwhelming,(90%) in favour of controlling fast food shops around schools and in town centres. Over to Redbridge, What are you going to do?

What Redbridge has in place – the Local Development Framework

On 15 May 2008 the Council adopted its Local Development Framework. The Borough Wide Primary Policies Development Plan Document (DPD) already has policies (R1, R2 and R3) that restrict the number of A3-A5 uses (restaurants & cafes; drinking establishments; hot food takeaways) to not more than 20% of the total units in the primary shopping area of each town centre and resist takeaways outside of town centres. As you can see Redbridge has a broadly similar approach to Waltham Forest in managing retail and non-retail uses in and outside of the Borough’s town centres.

Roman Road Area Action Plan

The Roman Road Area Action Plan (AAP) Issues and Options Report, which is currently under preparation, will set out spatial policies for the area along the High Road from Ilford, through Seven Kings and Goodmayes to Chadwell Heath.

The document will enable area specific policies (such as retail and non-retail use) to be considered in more detail. In addition, any policy in the AAP would carry much greater weight than those contained in a Supplementary Planning Document such as Waltham Forest’s, as AAPs are externally examined and from part of the statutory Development Plan.

The Roman Road Area Action Plan Issues and Options Report will go out to full public consultation in Spring 2009. Watch this space.

Thank you Planning for your response,

To make it clear to everyone, can you confirm that should a Planning application breach the dpd, that this would be a legitimate
reason for a Planning Application Objection, and hopefully would be turned down for this reason, if an appeal was lodged ,presumably each upward level would uphold the dpd

I believe that Ilford, but not Redbridge as a whole has a dearth of good quality restaurants. Is there a way of distinguishing in the DPD between the cheap and nasty chicken joints and a decent cafe or restaurant, which I think would be a boon to the area. I find that currently if I want anything close to a fine dining experience I have to go to Wanstead or the Woodford, which has a couple of quite good Italian places. CAn anyone tell me what A3, A4 and A5 actually encompass ? No witty quips about paper sizes please.

Dear all,

Please see further response from Planning:

The DPDs (together with the London Plan) form the Development Plan for the Borough. Proposals must satisfy relevant DPD policies before being granted planning permission. As such any proposal that does not meet the policies will be refused. An Appeal Inspector would also have to make his/her decision based on the policy framework in the Development Plan.

Land Use Classes are defined in the Town and Country Planning Use Classes (Amendment) Order 2005.
An extract is shown below:

A3 use is Restaurants and Cafes for sale of food for consumption on the premises.
A4 use is a Wine Bar, Public House or other drinking establishment. (But not Nightclubs)
A5 use is for the sale of hot food for comsumption off the premises (A Hot Food Takeaway)

Planning legislation does not have any power to define the 'quality' of these uses classes as this would be subjective.
