Reuse of deeded land

If LBR land had been given to the community for a specific use and the community in question no longer wanted it for that purpose would LBR :- a/ Reacquire the land, b/allow change of use or c/sell the land to a third party?

I think he has. He's thinking of Cricklefields, given to the people of Ilford by Lord Rowallan. He appears to be asking on the "boot on the other foot" basis.

I think that, if that is indeed the case, there is another thread already dealing with the proposed new academy.

Is there any suggestion that the community no longer want Cricklefields for the purpose for which it was given to the community?

I don't see any evidence of that - am I missing something?

Quite right - the evidence is entirely to the contrary. It was the Conservative opposition who, together with the Liberal Democrats, prevented a Labour minority administration from building a primary school there prior to 2002. The outcome of that was Mayespark Primary School using existing buildings that had become superfluous to requirements.

In another thread, Joined up Planning , I asked the following question about Cricklefields concerning the covenants held by Baron Rowallen on 11th January

"Will the relevant Officer and Cabinet Member please tell us how these discussions are proceeding,BEFORE we spend any more money on feasibility studies?"

the reply was after asking the same question on 23rd january, in the “academy” thread

The council has outline planning consent for a new leisure facility on this development site, but there are other priorities in the council such as the need for a new secondary school, and therefore discussions are ongoing surrounding the options on the development site and feasibility of accommodating a school and leisure facility on this site.

Whatever that answer may mean,
so can we have a definitive answer YES or NO has Baron Rowallen released the Covenants?, if the answer is no then the whole performance is a bit pointless and a waste of money, the cart before the horse springs to mind. Perhaps this time officers may wish to consider the “ten minute” sorry 10 day rule

Does there exist, anywhere, a simple chart or diagram of the number of school age children current and predicted and the number of school places needed/available. Same with other facilities, sports etc. I have had a brief look and can't find anything that is consistant across more than 1 document, I really don't know which figures to believe. Can any of the esteemed people on here who have been in "power" enlighten us to where to look ?

Dear all,
Please see response below from John O'Keefe, Chief Planning and Resources Officer, Children's Services, Redbridge Council:

The Council is currently in negotiations with the Baron over the issue of the relevant covenants. The Baron has indicated his support for the scheme and we are currently working on the details.

To reply to the query by VerlorenHoop re projection of numbers of school pupils, the figures where presented at the CPCP meetings. The first projections were not accepted and another set was produced. So, the figures exist somewhere. I have seen them but it is only statistical projections (no offence to statisticians, things do change incredibly fast.)
