Parking on grass verge

I am fortunate enough to live on the Knighton Estate in Woodford Green. To those that may not be familiar with the area it is a very green and leafy part of Redbridge with very well kept grass verges, wide hedges, small local areas of green etc. These areas are superbly maintained by Redbridge Council on a regular basis. It therefore annoyed me greatly today to see that someone had very lazily parked their shiny black Range Rover (personal plate included) bang in the middle of one of these grass verges at the junction of Forest Way and Monkhams Lane rather than on their drive or in the road nearby. This may have looked ok had it been a photo shoot for an advert demonstrating the ability of 4x4's to explore and be parked absolutely anywhere that the owner desires, but this was in an area where 99.99% of the residents appreciate the time and (our)money that Redbridge Council spend keeping pleasant, hence this lump of metal standing out like a pile of "doggy doos" on the cricket pitch at the Oval.

I am historically not particularly anti 4x4 but more recently I do find a direct correlation between brainless parking and 4x4's i.e. in mother and child/disabled parking bays, on pavements/grass verges, outside school gates on the yelllow no parking lines etc etc. I don't consider myself to be given to unreasonable rants against particular members of our society or make sweeping generalisations but the facts often speak for themselves.

Is there any way of reporting this to Redbridge Council to stop it from becoming a regular occurrence?

I realise that as I stated earlier I am very fortunate to live in this area and some might say that I should count my blessing and shut up as this is probably a very trivial matter when compared to other far more serious issues around the borough, but I do feel that no matter where you may live it is important to take pride in your neighbourhood and try to make it the best it can be, so when you see people doing antisocial things, don't just ignore them because unchallenged those actions will become the norm.

I personally would take a picture of the offending vehicle; ensuring that there are no minors in view of course, and send it both to the council and to the local newspapers. Ask the council to take action, and ask the newspapers to "name and shame" this idiot. I'm sure that especially with a personalised (and possibly illegal) number plate that this individual will be easy enough to identify.

In addition to these steps I suggest you telephone the council's parking enforcement contractor on 020-8708 5211.

Thank you for your replies.
I did in fact take a photo of the vehicle showing the registration number. I am in the process of downloading it and will email it with an explanation to the depts as suggested above. I am glad I am not alone in my feelings on this matter.

If my understanding of the law is correct many 4x4's break the law every time they park because they don't fit into the parking bays and so are not parked between the lines as the law requires. I think that they are safe in Tesco's etc but are fair game for any traffic warden on the high street if they break any of the limits. Open season?

So is that the reason so many of these beasts park in disabled bays, they are too big for normal bays so they take up the space of someone who really needs it for their selfish ends. I would hazard a guess that at least 80% of 4x4 drivers have no real need of such a large, filthy vehicle. The problem was all the publicity that suggested they are safer. They may be safer for the passengers of that vehicle, but they certainly kill far more people in smaller more reasonable cars, as well as being far more dangerous for pedestrians they hit.

I think you may also find that large numbers of 4x4s - perhaps even most of them - are not owned by those that drive them.
